Australia’s citizenship policies rank 3rd out of 33 countries

 

14 September 2011: Australia is a world leader on providing a clear path to citizenship, according to an international study on migrant settlement published today by the Migration Policy Group. Australia ranks 3rd out of 33 countries on citizenship policies and 5th in its overall approach to giving legal migrants opportunities to participate in society.

The MIPEX can be used by both the international and national media as a reliable, quick reference guide to provide in-depth understanding on where countries are doing well in providing equal rights, responsibilities and opportunities to migrants, and where they are falling behind. You can compare countries to neighbouring or other countries, and get an overview of what has changed and what could be done to improve integration. Since the MIPEX is updated continuously, you can regularly access contextual information and keep abreast of what is on the agenda in your country with regard to migrant integration and the impact it has on society. You can find the reasoning behind low and high scores in your country and use the results to supplement the human angle of stories on migrants and their experiences.

Play with the data

You can use the MIPEX online tool to visualise selected comparisons of policies, countries and changes over time as bar, map, radar or scatter-plot charts by choosing a chart, selecting the countries and policies to compare and generating your customised chart.

You can then share your chart on Facebook, add it to your own customised PDF of the MIPEX results, embed it onto your website or blog, or save it as an image or CSV. 


Improve your score

You can use the MIPEX online tool to monitor and recommend policy changes. By manually changing indicator scores the tool will calculate your changes and forecast how reform would improve policies in your country and compare them with other countries.

You can then visualise these scenarios by generating new comparative charts to share, publish, embed or save in your preferred format.

14 September 2011: New Language Tests Could Threaten UK’s Progress On Integrating Migrants

The UK has become more effective at integrating new migrants, but new language tests could threaten this progress, a new study has shown.

The study, published today by the Migration Policy Group, shows that the UK government’s decision to remove the burdensome “Earned Citizenship” path has improved the UK’s standing in the “MIPEX” international ranking for effective integration policies. However, current proposals would make it harder for non-EU migrants to learn English, which is crucial in encouraging participation in local communities and employment.

Ranked 9th for its integration policies out of 33 countries, the UK guarantees better opportunities for migrants to integrate than most European countries, but still trails behind Canada (3rd) and Australia (5th), largely due to these countries’ strong support for all residents to successfully learn Englis h and their programmes on family reunion.

In particular, cuts to English classes means it is harder to learn English in the UK, and language requirements for family reunion and citizenship will be higher than all other English-speaking countries.

In addition, the new UK condition that applicant non-EU spouses must first speak the language before entering the country is totally absent from English-speaking countries like Australia, Canada and the US, and very rare in Europe.

As a contrast, Australia and Canada invest in migrant’s abilities to participate in society by providing free language classes once they arrive, and support for immigrant organisations in local communities.

The approach of combining demanding requirements with poor support may work more as an obstacle to learning English than as the incentive that has made integration work more effectively in Australia and Canada,” said the author of the study, Thomas Huddleston.

Rob Berkeley of the Runnymede Trust, the UK partner organisation for the project said: "Learning English is recognised as a crucial part of the route to integration. The UK government should ensure that there are opportunities for immigrants to learn English rather than making short term cuts which will lead to exclusion for migrants and their families in the longer term".

Commenting, Cedric Manen, Chair of the Settlement Council of Australia (SCOA), said:

“The UK can take lessons from Australia where they provide free English classes and additional support through settlement programs, particularly to those who are vulnerable. The settlement process has been strengthened through renewed focus on multicultural policy at a time when European counterparts took a more conservative stance on multiculturalism.”

Die Armutskonferenz hat die "Diskriminierung" durch die geltenden Einkommensbestimmungen im Staatsbürgerschaftsrecht kritisiert. Eine Prüfung durch den Verfassungsgerichtshof sei "wichtig und längst überfällig", so das Anti-Armuts-Netzwerk in einer Aussendung am Mittwoch. Viele Betroffene seien "gut genug für's Putzen und Pflegen - nicht aber für Mitbestimmung und Aufenthaltssicherheit". Statt Armut zu bekämpfen würden die Armen bekämpft, kritisierte das Bündnis, dem auch viele kirchliche Organisationen wie Caritas, Diakonie und Katholische Aktion angehören...

Seit Ende der 1990er Jahre nehmen in Österreich prekäre und schlecht bezahlte Jobs zu, weiß die Armutskonferenz. Im unteren Lohnsegment arbeiteten seit Gastarbeiterzeiten zu einem großen Teil Migranten. Gleichzeitig verzeichne Österreich in den letzten Jahren eine Zuwanderung von gut Ausgebildeten, die jedoch meist weit unter ihrer Qualifikation beschäftigt würden. Drittstaatenangehörige müssten ihrer Ausbildung entsprechend eigentlich um dreißig, Eingebürgerte um zwanzig Prozent mehr verdienen, so die Armutskonferenz. Österreich stehe hier auch im internationalen Vergleich schlecht da, verwies das Netzwerk auf den internationalen Migrations- und Integrationsindex (MIPEX), wo Österreich bei der Einbürgerungspolitik Schlusslicht sei.

Portugueses de origem africana são vítimas de exclusão e marginalização, diz a ONUOs currículos e livros escolares não espelham a contribuição das ex-colónias nem promovem junto das crianças de origem africana o orgulho nas suas raízes, acrescentam.Sublinham ainda o facto de o racismo ser implícito e exigir a criação de programas e instituições centradas nas pessoas de origem africana, bem como uma mudança na política oficial que se aproxima mais de uma abordagem de assimilacionismo do que de multiculturalismo. 

Esta última observação é veemente contestada por Farmhouse, que diz que "tal afirmação não corresponde à verdade". "Todas as políticas desenvolvidas pelo Estado Português, muitas delas através do ACIDI, são provas cabais do contrário". Portugal, defende, é "amplamente reconhecido no plano internacional face às suas políticas de integração inclusivamente pelas Nações Unidas" - como no Relatório de Desenvolvimento Humano 2009 ou nas avaliações do Index de Políticas de Integração de Migrantes (MIPEX, na sigla inglesa). "O modelo de gestão da diversidade cultural defendido pelo Estado Português é o da interculturalidade através da promoção do diálogo intercultural e não há nada no relatório que factualmente prove o contrário, é uma conclusão sem qualquer fundamento", acrescenta...

Таким образом, наш удел – расти за счет высококвалифицированной рабочей силы, довольной латвийскими зарплатами и удерживаемой от поиска работы дальше в ЕС географической удаленностью, незнанием языков и разницей в культурной среде. Но настанет и тот день, когда Латвии придется ввозить также низкоквалифицированную рабочую силу, предупреждают эксперты, и ввозить ее придется из государств с другими культурами и расами. Между тем индекс терпимости MIPEX в нашей стране – самый низкий в ЕС...

Как бы то ни было, присутствие любых иммигрантов на рынке труда является оздоравливающим трудовую конкуренцию фактором: приезжие более старательны и менее требовательны, производительность их труда выше, а вслед за ними приходится повышать интенсивность своей работы и местным жителям. Происходит выравнивание: поначалу мигранты упорно работают, затем понемногу  осознают, что работа и сон – это еще не вся жизнь, и сбавляют обороты. В свою очередь, местные работники начинают больше ценить свою работу и повышать ее качество...

Μπορεί λοιπόν να σταθεί το επιχείρημα του νέου Υπουργού Εσωτερικών (εδώ και εδώ) περί ανάγκης δυσμενέστερου καθεστώτος απόδοσης ιθαγένειας πιο κοντά στο μέσο όρο; Η απάντηση είναι όχι. Μόνο περιθώρια βελτίωσης υπάρχουν.
Ο ερευνητής του Δείκτη Πολιτικών Ένταξης Μεταναστών – Migrant Integration Policy Index -MIPEX, Thomas Huddleston εκθέτει αναλυτικά το πώς η Ελλάδα με το τον ν.3838/2010 έφτασε στο μέσο όρο της ΕΕ ενώ ακόμη απέχει από πιο ευνοϊκές ρυθμίσες σε άλλες νοτιοευρωπαϊκές χώρες.

Η Πορτογαλία έχει την ίδια (5 έτη διαμονής των γονέων) ρύθμιση με την Ελλάδα για τη δεύτερη γενιά, 6 έτη για τους ενήλικες, ενώ η Ισπανία απαιτεί μόνο ένα έτος διαμονής για τα παιδιά και  2 έτη για τους ενήλικες. 

Όπως σημειώνεται από τους ερευνητές, σε καμία περίπτωση ο νόμος για την ιθαγένεια, σε καμία χώρα δεν έχει αποτελέσει κρίσιμο παράγοντα έλξης για τις μεταναστευτικές ροές. Κανένας δεν διακινδυνεύει τη ζωή του για να μεταναστεύσει μόνο και μόνο επειδή ελπίζει ότι μπορεί μετά από μερικές δεκαετίες ίσως και να νομιμοποιηθεί, κατόπιν ίσως συμπληρώσει 7 χρόνια νόμιμης διαμονής και κατόπιν ίσως πολιτογραφηθεί...

Suecia es el primer país que mejor acoge a los refugiados, de acuerdo con el reportaje de Rikksdag y Departaments, medio de prensa adscrita al parlamento sueco. De acuerdo con el índice de políticas de integración de inmigrantes (MIPEX), Suecia calificó con 83 puntos sobre 100. Este informe, presentado en febrero de 2011 por la Comisión Europea en Bruselas, comprende a 31 países de Europa y América del Norte, teniendo en cuenta 148 indicadores analizados por especialistas e instituciones independientes. Portugal, seguido por Canadá, Finlandia y Noruega, se sitúa en segundo lugar en la integración de inmigrantes en el mercado de trabajo y en cuarto lugar en el acceso a la educación, que también lidera Suecia.

Como puede observarse, hay una enorme disparidad entre las regiones y no parece existir ninguna lógica de comportamiento en relación con las percepciones sobre los migrantes. Sin embargo, hay que encontrársela, pues resulta de enorme importancia comprender las consideraciones que sustentan las diferencias para poder acercarnos a la posibilidad de instrumentar políticas públicas de convivencia humana y de respeto a los derechos humanos.

Suecia parece ser el camino que se debe seguir para alcanzar estos objetivos...
